Open MEETING Policy & Public Meetings
Twin Cities Public Television Open Meetings Policy
In order to comply with the open meetings requirements of the Communications Act of 1934, 47 USC 396, et seq., as amended and the Corporation for Public Broadcasting (“CPB”) Certification Requirements the Board of Trustees of Twin Cities Public Television (TPT) has adopted an open meetings policy that applies to all meetings of the Board of Trustees and Community Advisory Board and their committees.
Open meetings.
All meetings of the TPT Board of Trustees and Advisory Board including their committees, during which official TPT business is being conducted, will be open to the public preceded by a reasonable notice to the public at least one week in advance, except in the event of an emergency. The notice shall state the dates, locations and times of the meetings. If meetings are held telephonically, via video conference or via the internet, accommodations for public observation will be made and indicated.
Reasonable notice.
TPT will post a notice on its web site at www.tpt.org of all applicable meetings and make on-air announcements on at least three consecutive days once each calendar quarter explaining this policy and providing information about how the public can obtain information regarding specific dates, times and locations. Notice of the meetings will also be provided via letter, email, or phone, if so specifically requested by a particular person.
Closed Sessions.
Portions of the meetings or entire meetings may be closed to consider matters relating to individual employees, proprietary information, litigation and other matters requiring confidential advice of counsel, commercial or financial information obtained from a person on a privileged or confidential basis, or the purchase of property or services whenever premature exposure of such purchase would compromise the business interests of TPT. Notice of closed meetings will be made in the same manner as all open meeting notifications. If a meeting is closed to the public for any of these permissible reasons, a written statement containing an explanation of the reasons for closing the meeting will be made publicly available, within a reasonable period of time, afterwards. No Pre-Registration Required.
Persons who desire to attend TPT meetings will not be required to register or provide information in order to attend a meeting. However, in some instances, security protocols or other procedures may require attendees to provide identification.
Notification of Meetings.
Twin Cities Public Television Board of Trustees, Board Committees, and the TPT Community Advisory Board will meet on the dates and times, at the locations indicated below. The public may attend to observe. Portions of the meetings may be closed to the public in order to consider personnel, proprietary, confidential or privileged matters.

TPT Community Advisory Council (CAC) is a non‐governing advisory board created for the purpose of helping TPT fulfill its mission to enrich lives and improve our community through the power of media. The CAC is composed of residents of the Twin Cities Metropolitan Area who represent a diverse and broad cross‐section of interests, concerns and ideas. The CAC acts as a sounding board to TPT staff’s programming ideas and offers advice on and has an opportunity to influence TPT’s programming and services. The CAC performs a unique public service for the Twin Cities metro community.

The Community Advisory Council helps TPT fulfill its mission to enrich lives and improve our community through the power of media. The Community Advisory Council serves as TPTs eyes and ears ‐‐ providing input about programming and keeping the Station abreast of the latest community issues and concerns.
Federal law requires that TV Stations have a Community Advisory Council. A Community Advisory Council serves in an advisory role. The substantive responsibility and authority for the TV station operations are left to the Board of Trustees and Station Management.
TPT’s Community Advisory Council will:
Station Management will present information to the Community Advisory Council in at least two meetings each year to update the Council about TPT’s goals and programming. Station Management will facilitate a discussion of TPT programming and community issues.
Community Advisory Council members are asked to serve a 3‐year term.
The Chair/Convener of the Community Advisory Council will report to the Board of Trustees at least twice each year.
